The US needs a new paradigm for India: ‘Great Power Partnership’

The US-India partnership is unprecedented in its scope. It holds the promise to substantially augment both nations’ security interests and to shape the world to their mutual advantage. The coordination and collaboration between the world’s longest standing democracy and its largest democracy will have far-reaching regional and global implications. This strategic alignment requires sustained forethought and concerted action—as well as a new realist paradigm and lexicon. Prioritizing pragmatic and principled interests and values will lead to the formulation of a novel US-India strategic framework and vocabulary unshackled by past preconceptions.    

The era of great power competition calls for Great Power Partnerships. Size matters. As the United States engages in competitive or adversarial relationships with Asian and Eurasian powers China and Russia, it is prudent for it to seek a Great Power Partnership. Conversely, India is engaged in localized hostilities with its neighbors China and Pakistan, and finds its one-time friend Russia reduced to being a dependent of China. Realpolitik calls for the largest American and Asian nations, as democracies, to forge a Great Power Partnership to their mutual advantage. 

But the US-India partnership represents a strategic convergence between emerging allies driven by shared interests and values. Both countries realize that they are stronger together in deterring Beijing’s hegemonic designs, which are inimical to both US and Indian interests. India shares the longest disputed land border with China and confronts the hostile China-Pakistan axis along virtually its entire western, northern, and eastern land borders. Meanwhile, China’s major foreign policy goal is to displace the United States as the paramount power in the Indo-Pacific and upend the US-led rules-based international order.

The US-India convergence extends beyond deterring the Chinese Communist Party. It smooths India’s path to achieving its “rightful place” among the world’s leading nations. In turn, the United States has, in India, a partner of size to shape world affairs to their collective advantage. Traditional security assurances and treaty provisions underlie the United States’ closest alliances, including those with NATO nations, Israel, and Japan. India has strenuously shunned alliances over the last seven decades. But realism will compel the two nations to increasingly act in concordance, whether they choose to institutionalize their converging interests into a formal treaty or alliance with reciprocal commitments or not.

The two countries have rightly termed this “the most consequential relationship of the twenty-first century.” US and Indian leaders have also referred to it as a “comprehensive strategic partnership”—the same label the United States uses for Vietnam and Indonesia. India deserves a category of its own: Great Power Partnership.

Areas of collaboration

Both countries are in the midst of a consequential election year, with India’s six-week national vote beginning on April 19 and the United States voting this fall. But these essential ties run deeper than any one administration on either side, even though the continuity of Indian administrations has been critical.

Still, to make this new Great Power Partnership paradigm stick will require more than rhetoric. The two countries need to make rapid advances along four fronts.    

  1. Defense co-production. It is in both countries’ interest to help India become the premier naval force and logistics hub across the Indian Ocean, as well as the munitions factory and backstop for a free and open Indo-Pacific. US-India collaboration on co-producing jet engines and armored vehicles should expand to include autonomous weapons with the goal of making the United States and India the bulwarks of the democratic defense industrial value chain. 
  2. Space collaboration, development, and exploration. In India, the United States has an ambitious, capable, and complementary partner with technical competence coupled with a cost-effective model for space endeavors. India’s space program will gain greatly in ability and ambition from close collaboration with US public and private actors. India offers scale and affordability to amplify US space investments and share the benefits with the Global South.
  3. Development and governance of the digital economy driven by artificial intelligence (AI). The United States and India, as the world’s preeminent digital start-up nations, share an innovator’s perspective for digital governance. In contrast, a regulator’s perspective is more prevalent in Europe. It is in both countries’ interests to coordinate on shaping international AI digital governance that fosters responsible innovation and application.
  4. Winning the hearts and minds of the Global South. India and China offer diametrically opposing visions for the Global South. China wants to enlist emerging nations into a countervailing bloc against the existing rules-based international order. India wants to enhance Global South representation within the existing international order to better reflect demographic and economic realities. The US-India partnership advances both India’s stature among the Global South and US outreach to the region. It is essential for both US and Indian interests that the Global South embraces and strengthens the rules-based international order. India is well-positioned to lead this effort.     

Deepening the partnership

As democracies, the United States and India have a common interest in bolstering and modernizing the rules-based institutions that govern world affairs. Indeed, in the twenty-first century, the United States and India may shape a new international order as the United States and Europe did in the twentieth century. The largest American and Asian countries bear the responsibility to ensure that the twenty-first century international order equitably represents the Med-Atlantic, the Indo-Pacific, and the Global South—reinforcing their shared values of liberty and dignity for all.

The partnership between the United States and Europe is buttressed by cultural affinity and institutional solidarity through shared membership in NATO, the Group of Seven (G7), the Organisation for Economic Co-operation and Development (OECD), and other groupings. The US-India partnership does not yet boast either cultural affinity or institutional solidarity at comparable levels, despite the rising force of the Indian diaspora in US society. In time, it can and should develop both.

India is projected to become the world’s third-largest economy by the end of the decade. The United States should lead the effort of inviting India to become a member of the G7 and the OECD. For their economic security, the United States and India should prioritize binding the Indo-Pacific nations to their collective economies more than that of China.

The United States and India have made great strides in coordination through multilateral institutional arrangements. These include the Initiative on Critical and Emerging Technology, the 2+2 Ministerial Dialogue, and the Quadrilateral Security Dialogue (better known as the Quad). The frequency and scope of joint military exercises and intelligence sharing are also on the rise. US-India strategic dialogues on defense and economic coordination need to expand in depth and breadth to regularly engage functionaries in each respective administrative structure to facilitate greater interoperability and knowledge sharing.

The United States and India should also devote singular attention to advancing stronger institutional solidarity and people-to-people connections. Enhanced engagement between middle America and middle India holds the key. The United States is reinvigorating its domestic manufacturing across digital and industrial sectors while confronting a shortage of skilled technicians. India boasts a surfeit of graduates with technical skills looking for better employment. A US-India science and technology mobility agreement with prescreened skilled individuals from both nations would facilitate greater knowledge sharing and co-development between the two digital economies.

The US-India Great Power Partnership enjoys strong tailwinds, but its success is not inevitable. The relationship requires a considered understanding of the cultural, demographic, and political drivers at work in the two complex democracies. All too often, US-India discourse in bureaucratic circles and media outlets is prone to reflexive skepticism and mistrust. Both sides need a more reflective discernment of each other’s society and political system. In this area, the US and Indian business communities are leading the way with a strong sense of cooperation and comprehension.  Overcoming what Indian Prime Minister Narendra Modi has described as “hesitations of history,” a constructive Great Power Partnership could advance core US-India interests and values going forward.

The unravelling of Pax Americana

The “war on terror”, launched two decades ago, epitomised the peak of America’s unipolar moment. The jets crashing into the twin towers were seen by most as an attack on the soul of globalisation, a project promoted and designed by the United States (US) and its partners in Europe. The near-universal commitment to this war, within the P-5 and outside, was a demonstration of America’s real power. That was a different time and a different world.

Since then, the US has been implicated in the global financial crisis of 2008. Its flawed domestic landscape and divided democracy have been a public spectacle for global audiences since 2016, from the swearing-in of President Donald Trump to that of President Joe Biden. Both individuals were and are legitimate leaders for only half their nation. America’s botched and self-serving response to the Covid-19 pandemic only hastened the decline of its ethical and moral positioning. Hot on the trail of these events, the hasty and bungled exit from Afghanistan is not just a political event, but part of a continuum, one that points to the momentous unravelling of Pax Americana.

It is not the US’s material power alone that has suffered; the institutions undergirding the liberal order are on shaky ground as well. The partisanship of its media and academia are visible to all. It is a nation where trolling as a way of life has replaced a broad national consensus. Morally tinged lectures about the international liberal order are likely to fall on deaf ears for those who witnessed the West’s callous indifference to billions in the developing world still in need of vaccines, or towards the thousands of Afghan interpreters who risked their lives to fight America’s war.

Those watching from capitals in Asia, gearing up for a new era of conflict and competition in the Indo-Pacific, will be even more sceptical. Some among them will be the first victims of the Taliban’s willingness to shelter and nurture terrorist groups. More importantly, the fall of Kabul will serve as a dire reminder of the fate that may befall them if they get mired in great power competition.

For instance, if one lived in Japan, going nuclear may be a sensible option. If you were a resident of an Association of Southeast Asian Nations (Asean) country, your neighbourhood bully would seem a more predictable and acceptable proposition. No spin can change this. America today is less attractive to many. This is a heavily mediated exit from a partnership and the damage is far greater than any of its other follies.

As these geographies rediscover one another, everything in between becomes a shared problem; refugee surges from countries mired in civil conflict, the climate crisis, and flows of finance, infrastructure and technology.

One could even argue that the US’s Indo-Pacific project has already faced its first significant setback. The idea that the US will now focus on China with greater intensity is naïve and suggests a poor understanding of politics. Land frontiers still matter and the US has ceded South and South-West Asia to Beijing. Chinese State media have lampooned and mocked the US’s withdrawal all week.

What role China will eventually play in Afghanistan is uncertain, but it has plans to fill the void that exists. The Chinese model is different and is based on the extraction of value from resources in the host country and providing lucre to the rulers who facilitate this. Tribes and feudal societies tend to work with this model better than the alternatives that seek to turn them into liberal nations and free markets. In the short term at least, China could well emerge as a powerful shaper of the economic and military arrangements in Af-Pak and West Asia.

This episode will have repercussions for the Quad, an ostensibly “counter-China” alliance in the Indo-Pacific. It is time to face up to some home truths.

First, for too long, policymakers in DC have relied on maps that mark the East Indian Ocean as the Indo-Pacific boundary. India’s perspective on Afghanistan, Pakistan, and West Asia has been dismissed time and again. This must change, or India will work with other arrangements to manage the threats that abound. The US must realise that dealing with the influence of China in Afghanistan and Pakistan are a core Indo-Pacific challenge. Ceding these to China defeats the Western Pacific project as well.

Countries have learnt to assess the US by what it does, not by what it says. Efforts to shape and design regions to suit their own narrow interests are likely to be resisted.

Second, even as DC learns to re-imagine the expanse of the Indo-Pacific, it must internalise that Europe and Asia are merging through the efforts of Beijing. As these geographies rediscover one another, everything in between becomes a shared problem; refugee surges from countries mired in civil conflict, the climate crisis, and flows of finance, infrastructure and technology. The US cannot afford to ignore this region if it is to remain relevant at the end of the 2020s.

Third, India will continue to assess the US as its most important partner. A declining superpower is easier to do business with. The Countering America’s Adversaries Through Sanctions Act (CATSAA) sanctions and sermons on “values” could be shrugged off more quickly. Countries have learnt to assess the US by what it does, not by what it says. Efforts to shape and design regions to suit their own narrow interests are likely to be resisted. Its reliability and trustworthiness will be measured as per its capacity to contain China’s rise without disrupting the determination of states in the region to seek growth and development on their own terms. A transactional America will now encounter transactional friends.

‘Global Britain’: G7, COP26, Indo-Pacific and the Commonwealth

The rise of the European Union (EU) witnessed continental Europe’s gradual disengagement from the non-Atlantic world. A post-colonial ‘Little England’ struggled to maintain its relevance even while retreating from lands across oceans and seas. Pax Britannica, once global, ceded place to a trans-Atlantic compact in which Britain was one of many voices, often drowned out by the voices of others.

The Maastricht Treaty ensured Britain was just another member-state of the EU whose sovereignty, to some extent, rested not in London but Brussels. Brexit was aimed at reclaiming that bartered sovereignty and regaining the power—within and beyond Europe—Britain had surrendered between 1946 and 2016; it took four years to formalise the separation, and for Prime Minister Boris Johnson to re-hoist the banner of ‘Global Britain’. This coincides with the ongoing post-pandemic rearrangement of the international order, Britain’s stewardship of the G7 and the COP26, and its enduring role as the premier financial centre of the world through all the trials and tribulations.

Admittedly, Mr Johnson’s ‘Global Britain’ faces challenges because Prime Minister Narendra Modi’s ‘Atmanirbhar Bharat’ too faces challenges. If the former’s ‘Global Britain’—leaving the “safe harbour of the EU … at a time of heightened global risk”—is set to sail into previously avoided turbulent seas, so is Mr Modi’s ‘Atmanirbhar Bharat’ negotiating a new passage.

For both Britain and India, it is not about changing partners and allies but stating new purpose and intent in a profoundly changed world where pre-pandemic truisms and certitudes have been rendered meaningless. It is about rationalising international engagement. Furthermore, it is about seizing the moment to emerge as a major player in crafting the new order necessitated, in large measure, by a declining America and a rising China. Britain and India must define their role in refashioning the global landscape in which a new continent, Eurasia, and a new water body, the Indo-Pacific, dominate. India has made its move; Britain, too, must.

The Strategic Rise of the Indo-Pacific  

The possible blueprint for a future whose geo-political, geo-economic and geo-strategic landscape is not dominated by the Middle Kingdom is obvious to all, even to those in Europe discomfited by Beijing’s seemingly inexorable continued rise and yet who are unwilling to stand up and be counted. The prospects for a future unburdened by one overwhelming power would appear brighter if nations were to forge partnerships—bilateral, minilateral, plurilateral—within and across geographies. This is already happening: The Indo-Pacific theatre offers the best and, perhaps, most dramatic example.

The political churn in the Indo-Pacific region began even before the pandemic. It gathered speed and gained purpose after the virus disrupted what were perceived to be settled global arrangements and brought to the fore the unfillable cracks that had, till then, been papered over. This churn has thrown up an indisputable fact: India is pivotal to the Indo-Pacific geography and, along with partners, will be defining the future Quad-centric ecosystem. This need not mean adding more members to the Quad comprising the US, Australia, India and Japan. As in the case of building resilient supply chains, it may only amount to specific conversations and initiatives with specific outreach partners. On issues such as climate finance, the UK is a natural Quad cousin.

Having set sail from the ‘safe harbour’ of the EU, Britain must now navigate its way to this geography where it is neither a stranger nor an intruder. Historically, the UK has been present in the Indo-Pacific region, and Britain has a sense of the nations there. Colonialism waned, but Britain’s partnerships waxed—some of its most important partnerships are in these waters; most notably, Britain has strong partnerships with individual members of the Quad, including India.

Now is the time for the UK to leverage those partnerships and demonstrate that it did not meander its way out of the EU maze directionless, but did so with firm purpose. The forces that shaped Brexit are a powerful wind in Britain’s sails, no longer constrained by either Brussels or Berlin. Johnson’s ‘Global Britain’ can and must disprove those who believe it has set itself adrift with neither shore in sight nor destination in mind, by navigating towards the Indo-Pacific region, which accounts for 50 percent of global economic growth—a share that can only increase in the coming times.

Refashioning and Reviving Existing Partnerships 

Besides the Quad, Britain and others have a useful and dynamic collective that could be refashioned—the Commonwealth. It is time to reimagine this grouping and give it purpose and new energy. One possibility would be to create a group of eight within the Commonwealth comprising Britain, India, Bangladesh, Kenya, South Africa, Australia, Canada and Singapore. These eight countries have an influence on and are implicated by the developments in the Indo-Pacific. These countries are crucial for the SDG and Climate agenda, and all of these nations are regional trade hubs and technology centers. These eight can put together a vision for growth, sustainability, technology, and global norms and rules for our future and give teeth to a grouping that has been adrift and make it contemporaneous. Global Britain needs new clubs, but, first, it must explore the opportunities that reside in old partnerships.

Indeed, this provides the perfect fit for the central core strengths of ‘Global Britain’ and the legacies of Great Britain: From finance to the green economy, from technology to knowledge, from education to creative urban design—London leads the race by miles. The British economy is structured in such a manner that other economies stand to benefit from it; there is a mutuality of commercial interest and commonality of political purpose. Unlike the EU, ‘Global Britain’ does not need to offshore its economy.

The strategic importance of ‘Global Britain’—for the UK and the world—cannot be overstressed. That importance will gain traction and draw attention as Glasgow prepares to host COP26, perhaps, the most important event on the global calendar in the post-pandemic year. Britain has the capability to finance a rising nation’s transition to a green future; India and South Asia have the capacity to absorb green investments by Britain as it prepares to transit from the old to the new. Climate partnerships will prove to be the most resilient partnerships of the future, and Britain must know this and act accordingly. The City of London is a natural fit for this endeavour, but it is by no means the only candidate. An enlightened approach, including technology and access to it, can work to mutual and planetary benefit. It is for Britain to demonstrate that its approach is strategic rather than tactical. Released earlier this year, the ‘UK Integrated Review of Security, Defence, Development and Foreign Policy’ is an excellent document. It needs to be put into action quickly.

‘Global Britain’ should not mean Britain’s World. It should rather signify Britain with the world. Through effective engagement, backed by its very own Indo-Pacific strategy based on the twin principles of prosperity and security, it can help reinforce a “sustainable rules-based order in the region that is resilient but adaptable to the great power realities of the 21stcentury”. In all this, the centrality of India is beyond debate or doubt, which only serves to underscore that Britain should naturally invest in and with India. Yet, Britain comes into the contemporary Indo-Pacific as a latecomer, its historical role notwithstanding. It has to add value to the Quad template and India’s own evangelising of the Indo-Pacific; it cannot presume to be a leader by default or based on the past.

Modern Geopolitics: A Race Through Chaos to Stability

The third decade of the twenty-first century has compelled the world to face its most intractable challenge yet—offering a coherent, collective and equitable response to the COVID-19 pandemic. This has tested the faith of the most ardent internationalists, and is part of a deeper churn in the global order that was underway even before the first COVID-19 case was reported in Wuhan in 2019.

US hegemony has all but come to an end and the rise of a multipolar world has effected a redistribution of power at the global stage. American leadership, that would have been essential to catalysing collective action against the pandemic, bordered on wanting to island itself from the rest of the world much before former US President Trump launched the “America First” campaign. The utopian vision of interdependence and global cooperation had already taken a beating in Europe when Brexit demolished the ideological and institutional underpinnings of the European Union. And China, the other great power, was engaged in its project ‘Pax Sinica’, determined to make globalisation beneficial for its Communist party.

Global institutions had weakened, and the benefits of investing political will into their mechanisms had greatly receded. The coronavirus further exacerbated this: While nations scrambled to respond to this fast-spreading disease, their immediate reaction was to look inwards, go at it alone or with trusted partners, and engage with the international community only for self-serving purposes. At the end of the day, all were ‘Darwinian’ and privileged their own survival without consideration and care for others. This is typified by the perverse ‘Vaccine Access’ world map.

The coronavirus further exacerbated this: While nations scrambled to respond to this fast-spreading disease, their immediate reaction was to look inwards, go at it alone or with trusted partners, and engage with the international community only for self-serving purposes. As such, the postwar liberal international order—underwritten by the West under US leadership—had been facing an existential crisis since the turn of the century, with wars in South and West Asia and the Financial Crisis all challenging the old arrangements and aiding the rise of `China as a new revisionist power. And then the Virus from Wuhan exploded on the world stage, accelerating the processes that were already influencing modern geopolitics, a few of which are discussed here.

The 3 R’s of Modern Geopolitics

The first is readjustment, as countries are grappling with the impact of the rise of new regional and global actors. The American century has waned, and the rise of the Asian century—home to the growing economies in the world—is well on its way. The biggest challenge to the global balance of power comes from China, which is set to be the first major economy to rebound after the pandemic With the launch of the Belt and Road Initiative (BRI), China’s close integration with global supply chains, and its advancements in civilian and military technologies—Beijing’s rise appears to be an inevitable reality, howsoever much its international behaviour instills distrust among many, particularly the US and some of its allies.

A contest is, therefore, inevitable. In President Biden’s interim National Security Strategy Guidance, the rise of both China and Russia is treated as a challenge to a stable and open international system. President Xi Jinping—for his part—recently declared that Beijing will never allow any foreign forces to bully, oppress or enslave China and the focus of the party would be “the great rejuvenation of the Chinese nation”. Will the two global powers head for a confrontation or choose to opt for a peaceful coexistence with limited and contained disagreements? The outcome of the US-China rivalry remains to be seen, and countries caught at the intersection of this evolving dynamic must take into account how they readjust their approach to this new age of geopolitics. Russia too will be asked some tough questions and will have to make some difficult choices. Can a positive Biden-Putin engagement play a stabilising role in the 21st Century? Or is a China-Russia nexus inevitable?

The outcome of the US-China rivalry remains to be seen, and countries caught at the intersection of this evolving dynamic must take into account how they readjust their approach to this new age of geopolitics. Russia too will be asked some tough questions and will have to make some difficult choices

Second, the hard-won consensus on the frameworks underpinning multilateralism and globalisation is undergoing a dramatic restructuring. The 2008 global financial crisis, followed by the COVID-19 pandemic, have exposed the fragility of global economic interdependence. The growth of hyper-nationalism and populist politics assess globalisation and multilateralism as arrangements that impinge on the sovereign choices of a state. As such, there is potential for the creation of a ‘gated globalisation’—a globalisation that is less free and less open than before. Economic policies are no longer solely dictated by economic principles; they are now guided by strategic considerations, political trust, climate, health and technological threats. Countries, such as the UK, US and India have introduced trade restrictions, investment screening mechanisms, sanctions and monetary policies to reflect these new considerations. China had already perfected their own model of perverse global integration.

The disillusionment with multilateralism can be directly attributed to institutional inertia, lack of reforms and capture by vested interests, which continue to hamper decision making before these organisations. Countries are, therefore, leaning towards smaller groupings to forge fluid, issue-specific partnerships, which can expedite cooperation between like-minded countries. While this can be one way to overcome the malaise of multilaterals, they may hamper the development of broader and cohesive international strategies for ‘global bads’—from COVID-19 to climate change—which require the participation and commitment of all. The pandemic is not over till all are vaccinated and secured and the threat of climate change is not going to recede by unilateral actions of any single state. The ongoing restructuring calls for the need for new arrangements that can redress the inefficiencies of multilateralism and globalisation, without diminishing their larger benefits. Can a ‘consortium of plurilaterals groupings’ agree to a common minimum framework to address the challenges that confront us all even as they engage within their own clubs to maximise their economy and security?

If the medium is the message, then technology is the future of our politics. The advent of the Fourth Industrial Revolution (4IR) has resulted in the development of technologies that can be both a boon and a bane for humankind. While America was at the forefront of technological leadership in the recent past, this is being challenged by China as it invests heavily in emerging and dual-use technologies such as Artificial Intelligence, Quantum Computing, and biotechnology. First movers may not only take the mantle of technological leadership, but will also become the providers for other countries, creating asymmetric dependencies. ‘GeoTech’ opens a new realm of interstate competition, where concerns of national security and strategic autonomy implicate technology choices and arrangements. In an increasingly digital world, the capture of data—and not territory—and the compromise of critical information infrastructure—and not state borders—are the new security challenges for nations. As an individual’s attention, eyeballs and personal data become the coveted political prize, will the next domain of conflict be the human form and how we will protect it?

New Actors, New Geographies

While the above factors remain at the heart of this churn, new actors and geographies are influencing the conduct of geopolitics. Though the coronavirus hearkened the return of the ‘nation-state’, communities across borders represent a robust challenge to this primary unit of Westphalian sovereignty. The concentration of economic resources and power in global technology companies, from Twitter to Tencent, has driven home the fact that states are no longer the primary actors in the world. Hate, tribalism and irrational ideologies have returned with new vigour, riding on the reach and amplification of digital technologies. Technology giants are now the arbiters of economic and political choices and are challenging the writ of the older political systems.

The emergence of new geographies, such as the Indo-Pacific, Eurasia and the Arctic—in which all regional and global powers have stakes—demand the genesis of new norms, institutions and partnerships. In a universally parochial world, there is limited appetite or leadership to shape and create these. In sum, the pandemic confirmed the decline of the US as a superpower and sharpened questions on Beijing’s moral and political capability to step into the void. Even with its attendant equity and efficiency losses, the importance of‘multi-polarity’—first ideated by Primakov through the Russia, India and China trilateral mechanism—received a resolute confirmation. It has urged that we appreciate this shifting nature of global and domestic affairs to be able to adapt to an increasingly complex world, that is no longer tethered to a conventional understanding of geopolitics.

While the ability to project power globally resides with the US, the world is steadily moving towards political, economic, technological and normative multipolarity. The evolving contours of modern geopolitics is still in a state of flux, and there is wisdom in accepting the notion that the end result is perhaps indeterminable. The age of disruption is here, countries that thrive on disorder may do well in the short term, while nations who invest in stability may well define the future of globalisation and, indeed, the new world order.

Communist Inc: The Pandemic and China’s World

The Communist Party of China will celebrate the 100th anniversary of its founding this July. This marks the first significant milestone in Chairman Xi’s “China Dream”, a project that will ostensibly culminate in 2049, the 100th anniversary of the founding of the People’s Republic, with associated aspirations of China cementing its position as a global power. In our book, Pax Sinica, we had detailed three instruments that are crucial to these ambitions: Leadership over global institutions and processes, a conducive environment for achieving “discourse power”, and the construction of new international coalitions. China seeks to control global institutions and rule-making processes, grease and dominate the media and public sphere into a favourable disposition, and enter into perverse partnerships with other nations, described as a “loan for sovereignty” arrangement in one of its avatars.

The onset of the pandemic has made many of these strategies more visible, even as it highlighted the opportunities and challenges that lie ahead for China.

China’s global dominance strategies

For the past decade or more, China has pursued a dual strategy of co-opting post-war institutions while simultaneously pursuing its own brand of multilateralism through the Belt and Road Initiative (BRI) and an assortment of formal and informal fora, such as the Shanghai Cooperation Organisation. Three approaches guide China’s strategy: Building global influence and prestige; shaping and/or altering key norms, standards, and processes; and creating the capacity to withstand pressure for selectively disregarding international rules.

The fruits of these efforts were visible amid the pandemic, most controversially at the WHO, which struggled to balance its commitment towards transparency and accountability, and its operational reliance on and systematic infiltration by China. Under cover of the pandemic, China has made more significant inroads as well. In April 2020, China was appointed to the influential United Nations Human Rights Council (HNRC) consultative group, which plays a crucial role in selecting global monitors for free speech, arbitrary detention and forced disappearances—the very rights that Beijing crushed in Hong Kong and Xinjiang.

One aspect of this ploy of the Communist Party of China (that effectively and absolutely owns the country) that often goes unnoticed in India is China’s leadership in technology standard-setting organisations. Over the past decade, Beijing has improved its representation in, and submissions to, the technical committees and sub-committees of organisations like the International Organisation for Standardisation and the International Electrotechnical Commission. In March 2020, China’s Standardisation Administration published an innocuous document outlining the elements of a more ambitious strategy known as China Standards 2035. The 15-year blueprint will chart a pathway for China to dominate standards in emerging industries, giving it the ability to set the terms of international trade and even define the relationship between technology and society globally.

Chairman Xi alluded to this in a recent speech, calling for China’s media to develop an “international voice”. The research in our book highlighted what scholars called China’s policy of “borrowing a boat to go out into the ocean”. In other words, China’s use of paid inserts and large advertisements in newspapers allows it to propagate its narratives. Two recent reports provide insight into how significantly these efforts have evolved and intensified.

The first, by the Associated Press and the Oxford Internet Institute, describes China’s use of bots and fake social media accounts to amplify its “wolf warrior” diplomats and their proxies online. While China has previously used these tactics in Taiwan and Hong Kong, such operations have taken on a global scope amid the pandemic. Beijing’s appetite for misinformation, exemplified famously by Zhao Lijian’s claim that the coronavirus originated outside China, only exacerbated the challenge. The second, from the International Federation of Journalists, posits that Beijing’s strategy of syndication appears to be paying off. Over the year, its inserts into local media, increasingly in vernacular, along with a more engaged diplomatic community, have bolstered its visibility in the developing world.

Beyond its media strategy, China continues to fund educational institutions through opaque means, sometimes with attached costs to academic freedom. The Communist Party also increasingly hosts foreign diplomats and security officials for training programmes on “information management” and sponsors ruling party politicians around the world to attend training sessions on party building and governance. In 2020, under pressure from Western scrutiny, Beijing rebranded its infamous Confucius Institutes and handed over operations to a ‘non government organisation’ defined by the party. However, the US and Europe aren’t necessarily the targets of its educational and cultural investments. A report from Aid Data in 2018 revealed that countries that are more aligned with China’s foreign policy receive the bulk of its largesse. While it is unclear yet what gains have accrued to Beijing from such initiatives, they represent a formidable institutionalised apparatus to export its ideology and political practices.

Backdoor entry into the EU

Finally, we had highlighted China’s strategy of building new coalitions and undermining existing ones. Nowhere was this more apparent than Europe, where Beijing’s 17 + 1 platform for engaging with Central and East European (CEE) nations had triggered concern about its “divide and rule” tactics. To some extent, China’s investments in the region have paid off— with countries like Greece and Hungary scuttling the EU’s efforts to criticise China’s violations of international law in the South China Sea and the passing of the national security law abuses in Hong Kong.

2020 dampened this momentum for China—and demonstrated that large powers can still secure their peripheries. Several East and Central European leaders expressed dissatisfaction with the pace of investments and many were no-shows at the China-led forum. Many have also signed onto the US’s Clean Network Initiative, intended to prevent the entry of China’s 5G companies into key markets. The Baltic states, meanwhile, were more apprehensive about Russia than they were keen on Chinese investments.

Nevertheless, the 17 + 1 platform is but one instrument in China’s more global “perverse diplomacy” toolkit, and writing it off is premature. It marks a permanent presence that China now enjoys at the EU’s doorstep, one that the CEE can always leverage for better terms from Brussels. At the very least, China is now a voice in domestic EU debates.

China also hosts a web of high-level forums and summits in nearly every part of the world, including the Arab states, Africa, Latin America, and the ASEAN. Beijing’s vaccine diplomacy has won it praise in most of these geographies—especially in the face of Western absence and selfish acts of the past year. These forums augment and bolster various initiatives, ranging from China’s infrastructure investments to promoting its technology propositions. And its economic presence and investments are buying it diplomatic support as well. For instance, the support of African states has been crucial for China when its record in Xinjiang and Hong Kong was questioned in the UN in 2020 and 2019.

When looking at the pandemic in retrospect, Chinese leaders will likely see parallels to the 2008 financial crisis—one more milestone in the long decline of the West, and China’s rise. Beijing robustly managed the pandemic at home and stepped up to provide global public goods. To be sure, it faces new headwinds: Public opinion of China has plummeted in the West, the Biden administration is gearing up for great power competition, the EU has ‘frozen’ its latest investment deal with China, and institutions like the G7 are stepping up to offer alternatives to the BRI.

Elsewhere, the message from China over the past year is resilience and continuity. It remains committed to an alternative form of globalisation via the BRI. Its influence over international institutions will only grow, proportional to its wealth and power. Beijing’s media is increasingly savvy in projecting and protecting its core interests. Further, contrary to the perception that China is “friendless”, it can call upon nations to support it when it matters. And even when there is pushback, it is often haphazard. The recently announced “Build Back Better World”, while grand in intent, struggles with the contradictions within the group on their assessment of the Middle Kingdom. Key countries have chosen trade over security and valuations over values in their engagement with China.

The future of the Indo-China relationship 

Where does this leave India? Our book warned that Doklam was unlikely to be the last border confrontation between the two Asian powers. We argued that it opened a new tense period between India and China—an Asian Cold War. The Galwan Valley Clash confirmed the advent of a new era of high altitude faceoffs with possible ramifications in the oceans as well. This rift has only grown wider amid the pandemic. China’s belligerence in the Himalayas, and India’s restriction on Chinese technology platforms as well as its alignment with coalitions competing with China have all but cemented contestation. This will drive engagement in the years ahead.

New Delhi will confront a more fundamental dilemma: On the one hand, political tensions with China will remain high. But on the other, it is dependent on trade with China for its economic objectives—a dependence that will likely remain given the adverse economic consequences of the pandemic. Indeed, data published by Chinese customs officials revealed that trade with India boomed in 2021, even as Beijing appears to be consolidating its position in the Himalayas. How India resolves this contradiction and builds a security posture that accounts for this will indeed define the relationship.

New Delhi needs clarity of thought and a national consensus on China. In the coming days, it will have to take a leaf out of the Chinese playbook and engage in trade with the one that seeks to do it harm. Its economic engagement must be alive to this and its security considerations immune from these entanglements. It must realise that it cannot trade or talk its way into a better relationship with Beijing. These are important but essentially sideshows to the principal theatre of engagement. Deceit and political muscularity is the new grammar of the bilateral that China has proffered. With limited recourse available, the time for India’s legendary ambiguity is long past.

India: Too strategic to fail

Since the second wave of COVID-19 engulfed India, there has been an outpouring of support from nations around the world. Help came from all directions. Rich nations including the US, UK, Germany, and Australia; developing and emerging markets like Mexico, Indonesia, and Bangladesh; and even smaller nations like Mauritius, Kuwait and Bahrain have rushed emergency supplies to India. Partner countries have responded to India’s humanitarian need with whatever they could muster, from oxygen concentrators and liquid oxygen to Remdesivir.

An embattled India sought help and gratefully accepted what it got. This assistance came with a sense of camaraderie—with confidence, eagerness, and without prejudice. The tone and tenor of aid being offered is markedly different from ‘north to south’, ‘rich to poor’, ‘developed to developing’, or ‘conditions-based’ grants of the past. It is also qualitatively different from the all-round aid India received in the 1960s or 1970s. This time, India was short of only essentially two commodities—oxygen and specific medicines like Remdesivir. As such, its requests were focused and purposeful.

India’s strategic position in international relations

Why did the world respond so expeditiously? One reason is India’s emerging salience in global affairs. India today is a strategic partner to many nations. It is a dependable stakeholder in the Indo-Pacific, a dynamic market-based emerging economy with a direct bearing on geoeconomics, and a core member of the club of democracies. How India responds and recovers will be a test for emerging arrangements on economic interdependence, regional security, artificial intelligence, reforming multilateralism, and trade negotiations. India, despite its low per capita income is too strategic to fail—or even to be put out of action for too long.

As Australia sent support, it spoke of India as a key partner in the Quad in vaccine production. The Australian government emphasised the criticality of helping India recover quickly, for its production capacity is important for the world to fight COVID. The United States’ move to waive IP protection for COVID-19 vaccines, its willingness to negotiate at the WTO, and its delivery of raw materials required for India to make millions of vaccine doses showed that shoring up India’s domestic manufacturing capacity is a key motivation for external assistance. A similar perspective came from the India-EU Summit. It highlighted cooperation on “resilient medical supply chains, vaccines, and the Active Pharmaceutical Ingredients (APIs)” as central to the joint fight against COVID.

India’s significance in global politics cannot be gauged from data alone. It is still a developing country by any economic measure. Yet, when seen as a member of the G20, a founding member of the Quad, an invitee to the G7, a member of the alliance of 10 ‘like-minded’ democracies (D10), a member of the Global Partnership on Artificial Intelligence, the chair of BRICS in 2021, an elected member of the United Nations Security Council for 2021-22—India’s aggregate strategic, geopolitical, and geoeconomic weight and influence matters.

There is also recognition and gratitude for the 66.3 million vaccines India shipped as bilateral aid, contracts, and through the WHO-led COVAX to other nations, before the second wave hit India. True, this approach is being questioned by some today. But if we step away from the polemics of the moment, it is important to recognise this as a sign of India’s commitment to good global citizenship. This will offer little solace for those who have lost loved ones or are currently suffering because of the devastating second wave; there are understandable questions about the way in which the second wave has been handled, and illustrations of where the state (and society) could have done better. Even so, that does not mean we start interrogating the very basis of global citizenship and solidarity—the same sense of unity that has come to India’s assistance today. Without friends abroad, our situation would surely be worse.

The speed and scale of global support could very well be attributed to India’s active and effective foreign engagements. It demonstrates how Indian diplomacy punches above its weight on the international stage and can mobilise help when needed. India today is understood more comprehensively around the world. Its actions and policy positions on global affairs are more pronounced and appreciated.

To be sure, India is not the only nation to which aid is being provided. The total assistance to India by the US is worth nearly US $100 million, of more than a billion dollars in contributions made so far including to GAVI. But support to India is one of the largest. Similarly, the EU has pledged €2.47 billion for supporting vaccines to developing and low-income nations. Global civil society has raised its voice in support of India in unison. The fact that even progressive critics of India in the US polity have rallied to India’s cause—and discovered common ground with it on issues of vaccine IP and access—is an acknowledgment of the uniqueness of the pandemic moment, the goodwill for India in its entirety, and the contribution of India to global causes.

A developing side story in this journey of Indian diplomacy has been paradiplomacy. Take, for instance, the role of business chambers. The Federation of Indian Chambers of Commerce & Industry (FICCI) is working with its German counterpart, Bundesverband mittelständische Wirtschaft (BVMW)—an association of the German Mittelstand—on oxygen concentrators. The US industry-led Global Task Force is working with the US-India Business Council and the US-India Strategic Partnership Forum on ventilators and concentrators. Danish companies such as Maersk have directly supported India with oxygen concentrators and medicines.

Similarly, California sent oxygen generation units and the German state of Baden-Wuttermberg sent oxygen equipment to Maharashtra, with which it has sister-city agreements. This demonstrates that paradiplomacy by subnational governments in India has come of age. Japan specifically directed its aid to India’s Northeast, aligning COVID support with existing regional interests. Bhutan sent oxygen to India through neighbouring Assam. Gujarat, Kerala, Karnataka, and Andhra Pradesh, among others, have all put global economic and diaspora networks to use. Indian businesses, professionals, and students remain the best roving ambassadors for their mother country and, in some cases, their home states. The Indian diaspora in Qatar for instance, has sent direct support. Indian business corporations have stepped in and sourced key equipment from foreign countries where they have operations. For the first time, perhaps, India’s aggregate calling abroad is larger than the piecemeal efforts that have been deployed by it in the past.

The way forward: Continuing with good global citizenship

All this is comforting for an India in whose wellbeing nations around the world are invested. What we need now is for India to fulfil the goals it must embrace. The pharmacy of the world has to live up to its promise as a vaccine source for not just itself, but also its neighbours and the Global South. Without India being vaccinated and without Indian vaccine capacity being widely available, the world will not be able to defeat COVID-19. As many have repeated over the past year, “No one is safe until everyone is.”

The international community has done what it can for India. It is time for us to return the favour—jab-by-jab. For that we need to heal as a country, build capacity to cater to each Indian, and plan for the needs of many outside who count on us. Even if the natural impulse is to look inwards and only provide for one’s own, the way forward is continuing with good global citizenship, not curtailing it. The Prime Minister has often spoken of the potential of India’s scale, speed, and size. In the coming six months, one-sixth of humanity has to put these attributes to use. There is no scope for failure and the outcomes will be scrutinised by many.

As the Health Ministry prepares its plan to vaccinate the entire adult population by December, this is the also the time to plan how much we can deliver to the world. The numbers, in terms of vaccine doses being produced, need to be rethought to take into account the imperative of assisting those countries who require India’s manufacturing capabilities to safeguard them from the devastating impact of the pandemic. Research indicates that COVID-19 is likely to become a seasonal phenomenon like the common flu, in which case, India must invest in the production of booster shots that may be administered regularly. As the treacherous virus mutates, experts are of the opinion that it might potentially mutate into a form that evades existing vaccine immunity. To prepare for such a scenario should it arise, research and development efforts should also be directed towards responding to potentially more lethal variants. As we race towards the immunisation of the world against the novel coronavirus, vaccines will be the most important global products, servicing the world’s needs.

For India to continue being a responsible global actor that plays a central and vital role in the mission to vaccinate the world against COVID-19, India needs to build the capability and capacity at home first. The intensity of the second wave may not have entirely been within our control; but what we do next will be. So, we must ramp up production, vaccinate our population, and then embark on the essential task of making the world safe for all, and not just the rich. The success of India in saving lives—at home and abroad—in the coming months and years,  will rest on its vaccine capability that needs greater heft and rapid investments.

From Xi with love: A New Year greeting to the new POTUS

Among the more memorable lines from Albert Camus’ haunting novel, The Plague, possibly the most read and quoted book in the Year of the Pandemic, is a starkly stated fact: “Stupidity has a knack of getting its way.”

If “You are on mute” was the most common interjection during COVID-19-enforced digital conversations in the conference circuit, a close second would be the assertion, “We have to work with a rising China to make it a responsible actor.” You could voice this assertion, or a similar variant, at a think-tank discussion or official consultation in Western Europe or America and be appreciated for possessing a wise and rational mind. If you were to say it many times over with panache and flair, you could bag a serious policy job in that part of the world. Money talks; the profundity of banal wordsmiths runs marathons.

The Old World cannot ‘make’ China act in any way it tells it to.

For there are two fatal flaws in this line of thought. The first flaw has to do with “the rise of China.” This is the last decade’s conversation; outdated and irrelevant. China has already risen, and it is everything many did not wish it to be, even as they were investing in its emergence. Deal with it now by accepting this reality. The second flaw pertains to the rather misplaced assessment of Western power embedded in these seemingly highfalutin but inane assertions. The Old World cannot ‘make’ China act in any way it tells it to. In fact, the West does not even know what it wants from China besides trade and investment. A popular refrain of yesteryears was that while all countries have an army, in Pakistan, the army has a country. Today’s refrain is reflected in what someone recently said, without exaggerating: In Germany the auto industry has its own union, the European Union.

2020 was a crucial year for China. Its claim to global leadership was severely tested by its role in, and early mismanagement of, the COVID-19 pandemic. It faced pushback, including from unexpected quarters, on its deluge of misinformation and its subversion of international institutions to divert attention from its malfeasance. The pandemic was to be the moment of reckoning, when the old and new powers would come together and hold Beijing to account. Predictions that the pandemic would prove to be China’s ‘Chernobyl moment,’ however, have turned out to be hollow. China was among the few countries that weathered the public health crisis with a modicum of control. A year later, it is leveraging trade, technology and international development to capitalise on this and further consolidate its influence and power. As a new American President prepares to assume office, China has sent him a greeting card with three messages conveying the terms of Beijing’s engagement with Washington and other world capitals.

The first message is that China is too big to be ignored and too wealthy to displease. This is the obvious subtext of the EU-China Comprehensive Agreement on Investment (CAI). What else could explain why the EU enthusiastically rushed to conclude this agreement? Brussels ignored the Biden transition team’s pleas to delay the agreement. It ignored China’s rogue behaviour in 2020 — a massive human rights crackdown in Hong Kong and Xinjiang, a destabilising escalation of tensions in the Himalayas, its aggressive ‘wolf warrior’ diplomacy, and the economic coercion of Australia, among others. The EU even ignored its own evolving assessments of China, with expressions like “European values,” “systematic rival,” and “strategic autonomy” proving to be meaningless phrases that are no more than an anodyne dressing for a toxic salad. The EU has not only handed Beijing a victory ahead of the transition in Washington, but it has also bolstered China’s belief that its centrality to global value chains provides it with clout beyond its own imagination.

The second message is that China is too big to punish. Under President Donald Trump, the US attempted to systematically choke China’s access to global technology supply chains through sanctions, export controls, and coercive diplomacy. While those efforts have had some success, China has doubled down on its efforts to indigenise the development of breakthrough technologies — an effort that has seen remarkable success during the past two decades. Now it plans to return the favour. In early January, China’s Ministry of Commerce published rules encouraging firms incorporated in China to defy sanctions and export controls, and threatened to punish those that do not. When, and not if, these rules are implemented, technology and financial firms in particular will find themselves caught between a rock and a hard place. These rules are a clear warning to the Biden Administration and to its supporters and funders from Wall Street and Silicon Valley. The Chinese Communist Party (CCP) is betting that America Inc. will prefer to devote resources to lobby Washington for a rapprochement with Beijing rather than contend with fragmentation and the attendant loss of profits.

The pandemic has accorded China the chance to offer developing nations not just infrastructure finance, but a multifaceted development opportunity — one that further entrenches China’s norms, standards and preferences.

The final message is that China is simply too big to fail. Media pundits are reading a slowdown in Belt and Road (BRI) investments as a sign that China is reconsidering the project’s utility. This is way off the mark. The institutions and mechanisms of the BRI are rapidly turning into conduits for China to deliver global public goods and will remain so even as project-funding is rationalised. State Councillor Wang Yi made three priorities explicit for 2021 in his speech at December’s Belt and Road Forum: The Heath Silk Route, the Digital Silk Route and the Green Silk Route. Each plays to China’s strengths and are crucial components of its 2021 white paper on international development cooperation. The pandemic has accorded China the chance to offer developing nations not just infrastructure finance, but a multifaceted development opportunity — one that further entrenches China’s norms, standards and preferences.

These messages should not come as a surprise to those who track Beijing. As we argued in our book Pax Sinicathese recent developments represent China’s continuing efforts to recast globalisation and international governance in its own image. The year 2021 is an important milestone for the CCP and for Chairman Xi Jinping. It marks the 100th anniversary of the founding of the CCP, the first of two centenaries central to the realisation of the ‘China Dream.’ Leading up to this point, ‘Core Leader’ Xi has consolidated his hold over the CCP, and the party has, in turn, consolidated its control over society, industry, military and every aspect of policy. Xi has already acknowledged that the path towards global leadership by 2049 — the centenary of the founding of the People’s Republic of China — will be defined by “turbulent change.” While he did not explicitly say so, external risk fuelled by geopolitical rivalry with the US and a more wary international community were likely on his mind.

The pandemic has bookended an international order living out its last days, much like King Lear. Contrary to popular expectation, a Biden White House will not — or, cannot, if you prefer — reverse this trend. The world will still be driven by populism and fragmentation. Communities across geographies are anxious about change. Information disorder, technological and industrial developments, and ecological crises are demanding new ideas and leadership. China is the first power to have a dark but coherent proposition — one defined by techno-authoritarianism and state control.

Is there any other alternative on the table? Or will the decline of the incumbents be scripted by Beijing and its growing global constituency of cheerleaders

If the EU fails, we can say goodbye to the liberal order

Eastern Focus: To what extent is Europe important for the future of the world order? Europeans feel like they count less and less on the world scene.

Samir Saran: Europe is, paradoxically, the single most important geography that will define the future trajectory of the global order. If Europe remains rooted in its fundamental principles – of being democratic, open, liberal, plural, supporting a transparent and open market economy, defending rule of law, the rights of individuals, freedom of speech – the world will have a chance of being liberal. If the European Union is split between the north and south, east and west and we see a large part of it deciding to give up on the Atlantic project and align with more authoritarian regimes – which is quite tempting, due to the material side attached to the choice – that will be the end of the Atlantic project. An EU that is not united in its ethics is an EU that will eventually write its own demise. How will Europe swing? Will it be an actor, or will it be acted upon?

I have the belief that post-pandemic EU, as a political actor, will see a new lease of life. A new political EU may be born as the pandemic ends. Unless that happens, I believe this is the end of the European Union itself. It is a do it or lose it moment. Unless Europe becomes strategically far more aggressive, far more expansive, aware of its role, obligations and destiny you will see an EU that fades. For me, the most important known unknown is the future of Europe. Will the EU hold? Will the 17+1 become more powerful than the EU 27? Which way will the wind blow on the continent? Will it really be the bastion of the liberal order or will the liberal order be buried in Europe?

The Indo-Pacific is the frontline for European safety

EF: We’ve been used to only existing as part of the transatlantic relationship. In the past few decades, Europe has never really seen itself as an individual actor, but rather in coordination with the US. That is something that is starting to shake now. Do you see Europe acting on its own terms, as a global actor, in the positive case in which the member states do get their act together? Are we rather going to continue to act together with the US? Or find some other partners?

SS: I suspect that with Brexit, you might see a far more cohesive EU, organised around the French military doctrine and French military posture. With an absent UK, I have the feeling that the political cohesion of the EU will increase and that the EU will be far more coordinated in its approach to the geostrategic and geopolitical questions. France realises that by itself, without the size of the EU, it might not be a significant actor. A French military presence will be compelling only if it acts on behalf of the EU.

The mistake that the EU makes is that it imagines that an economic and trading partnership will create a degree of political consensus in Beijing. Nevertheless, Beijing is not interested in politics, but in controlling European markets.

What Europe should do is to consider the importance of India. If the European continent needs to retain its plural characteristics, South Asia is the frontline. What is happening today between India and China is actually a frontline debate on the future of the world order. The Himalayan standoff is just the first of the many that are likely to happen unless this one is responded to. If China is able to change the shape of Asia and recreate the hierarchical Confucian order, don’t be surprised if the fate of Europe will follow the same path. If Europe needs to feel secure in its own existence it needs to create new strong local partnerships – with India, Australia, Indonesia, Japan. The EU needs to see itself as an Indo-Pacific power. The Indo-Pacific is the frontline for European safety. If the Indo-Pacific was to go the other way, the mainland is not going to be safe.

EF: What do you think about the CEE’s role in the new emerging order? We see an increased competition for hearts and minds here. How could India help, in an environment of increased competition and active engagement of China in this space?

SS: The Central Europeans are going to be the centre of attention for many actors. China will buy their love, America will give military assurances and so on. In the near future, many actors will realise the importance of the CEE, simply because it is these countries that will decide which way Europe finally turns. In some ways they are the swing countries, the swing nations that are going to decide whether Europe remains loyal to the ideals of its past or decides to have a new path. CEE countries are in many ways the decisive countries.

CEE has two important options and two important pressures. The options: will they be able to create a consensus (between the Chinese, the Russians, the Old Europe and the new countries like India) or will they be an arena for conflict? Can we create a ‘Bucharest consensus’, where the East and the West, North and the South build a new world order and the new rules for the next 7 decades? If you play it wrong you might become the place where the powers contest, compete and create a mess.

There are also two pressures. Firstly, there is an economic divide in Europe. You are at a lower per capita income, you need to find investment funds for the infrastructure, employment, livelihoods and growth, which results in an economic pressure that needs to be tackled. Therefore, Europe will have to decide if the provenence of the money matters. Does it matter if it is red or green? Does it matter if they come from the West or the East? That is one pressure that needs consideration. How do you meet your own aspirations, while being political about it?

The other pressure is the road you want to take. How do you envisage the future? Is it going to be a future built on cheap manufacturing? Being an advanced technological society, are you going to be the rule-maker of theFourth Industrial Revolution or its rule-taker? Secondly, the nature of the economic growth that you are investing in becomes another pressure. This is the second choice that the CEE will have to make. In that sense, I believe that India becomes an actor. As we have experienced this in the past 20 years, we are one of the swing nations that could decide the nature of the world order, thus we may share this experience with you. We have also decided that we don’t want to be a low-cost manufacturing economy like China, but rather a value-creating economy, building platforms. Even if we have a small economic size, we have a billion-people digital platforms, digital cash system, AI laboratories and solutions.

As we move into theFourth Industrial Revolution, the tyranny of distance between Europe and India disappears. We don’t have to worry about trade links, land routes and shipping lines. Bits and bites can flow quite rapidly. As we move to the age of 3D printing, to the age of quantum computing, of big data and autonomous systems, the arena where we can cooperate becomes huge.

India gives Europe room to manoeuvre, room to choose. When it comes to choosing, besides the traditional American and Chinese propositions, there is also a third one – India, a billion-people market.

EF: Do you expect that there is going to be a shift in the EU toward reshoring and ensuring that manufacturing is not captive to Chinese interests or to Chinese belligerence?

SS: I think that we are going to see a degree of reshoring everywhere. It is not going to be only a European phenomenon. Political trust is going to become important. Political trust and value-chains are going to affect one another. Countries are going to be more comfortable with partners who are like-minded. They don’t have to agree on everything, but they should be on the same ideological and political spectrum.

There are two reasons for this. One is the pandemic that we are currently facing and in a way it exposed the fragility of globalisation as we know it. The hippie and gypsy styles of globalisation are over. I think that people are going to make far more political decisions. The second is that as we start becoming more digitalised societies, individual data and individual space are going to be essential, thus you don’t want those data sets to be shared with countries whose systems you don’t trust. Value is going to increasingly emerge through intimate industrial growth, far more intimate in character – it is going to be about the organs inside your body, it is going to be about the personal experiences, about how we live, transact, date or elect. They are all intimate value chains. The intimate value-chains will require far greater degree of thought than the mass production factories that created value in the XXth century.

The EU may be setting the format for managing our contested globalisation

EF: You mention the rising value of trust, as a currency even. In Europe, we often point out that we are an alliance based on values. But even our closest partner, the US seems to be moving in a much more transactional direction, let alone China and others. You are describing a worldview that is relying increasingly on shared values, at least some capacity to negotiate some common ground, on predictability, whereas in many ways it seems that things are moving in the opposite direction, a much more Realpolitik one. Is this something that is going to last?

SS: The pandemic has brought this trend to the fore. People are going to appreciate trust and value systems more than ever. But I think this was inevitable. If you would recall, India used to be quite dismissive of the EU, calling it “an Empire of gnomes”, with no strategic clout. But if you look at the last two years, India has started to absorb, and in a sense to propose solutions that the EU itself has implemented in the past. India came up with an investment infrastructure framework in the Indo-Pacific that should not create debt trap diplomacy, should create livelihoods, respect the environment and recognise the rights and sovereignty of the people. India came up with this when it saw that the Chinese were breaking all rules and all morality to capture industrial infrastructure spaces. The Americans under Donald Trump also came up with the Blue Dot American project for the Indo-Pacific – a framework that was based on values. Whenever you have to deal with a powerful political opponent you throw the rule book in there. If you don’t want to go to war with them, you will have to manage them through a framework of laws, rules and regulations. The value systems are a very political choice. They are practices and choices enshrined in our constitutions and foundational documents. Therefore, dismissing values and norms as being less political or less muscular is wrong. The EU, “the empire of gnomes” that was much criticised for the first two decades as weak and not geopolitical enough, may well become an example for other countries. If it remains solvent, a vibrant union, and if it is not salami-sliced by the Chinese in the next decade, the EU may well be setting the format for managing our contested globalisation.

EF: How does India see the future of the Quad? Usually the Quad is associated with a certain vision of the Indo – Pacific, free from coercion and open to unhindered navigation and overflight. Are we going to see the emergence of a more formal geopolitical alignment or even an alliance to support a certain vision about Asia?

SS: The Quad is going to acquire greater importance in the coming years. It is going to expand beyond its original 4 members. We’ve already seen South Korea and the Philippines joining the discussion recently. We are going to see greater emphasis by all members doing a number of manoeuvres, projects and initiatives together. The next 5 years will be the age of the Quad. The pandemic started this process. I see three areas where the Quad can be absolutely essential.

One is in delivering global public goods, keeping the sea lines open and uncontested so that trade, energy and people can move with a degree of safety and stability. In a sense, I see the Quad replacing the Pax Americana that was underwriting stability in certain parts of the world.

The second area is going to be around infrastructure and investments in certain parts of the world. I see the Quad grouping many initiatives that will allow for big investments in countries which currently have only one option – China. The Quad will be able to spawn a whole new area of financial, infrastructure and technology instruments closer to the needs of Asians, South Asian, East African, West Asians including the Pacific Islands. The Quad will be the basis of this kind of relationships in the upcoming years.

Thirdly and most importantly, the role of the Quad will be to ensure that we won’t reach a stage where we have to reject the Chinese. None of us wants a ‘No China’ world, because all of us benefit from China’s growth and economic activities. Many of us have concluded that the only way to keep the Chinese honest in their engagements, economical or political, is to be able to put together a collective front in front of them, not negotiate individually. The EU has done that longer than anyone else and that’s why the Chinese don’t like the EU and apply a ‘divide and conquer’ methodology to get more favourable deals. The Quad is in many ways an expression of that reality, as well of that the middle powers in Asia and Pacific (Indonesia, Australia and Japan) will have to work together, sometimes without the Americans, to negotiate new terms of trade and new energy, or technological arrangements. The Quad in many ways is also the ‘make China responsible’ arrangement, an accountability framework which will keep the Chinese honest and responsible actors in the global system.

EF: Do you also see this trend extending into the political sphere in a kind of collective endeavour both in Asia (through the Quad) and in the West (starting with Europe perhaps) to build a new kind of world order? Do you feel that this ‘middle powers concert’ is one possible way to go? Or do you believe that we are going to be disappointed, as we were by the BRICs, when some of the members drowned in their own domestic problems? 

SS: We are part of a world that doesn’t have any superpowers. The last superpower was America, and that ended with the financial crisis ten years ago. Ever since, we have been literally in a world which had quasi-superpowers like the US, to some extent Russia, the Chinese, but there was no real hegemon that could punish people for bad behaviour and reward people for good behaviour.

Some of the most interested actors in the Indo-Pacific in the last two to three years happened to be the UK and France. A few years ago, they sensed that if they want to be relevant in the future world order, as it is built and as it emerges, they need to be present in the debates that are unfolding in this part of the world. Both partnered with India – to do military manoeuvres, to create maritime domain awareness stations, to invest in infrastructure and to create clearly the beginnings of a new order that might emerge from here. We will have to create these coalitions to be able to get things done.

The pandemic tells us something which is also quite tragic. Ever since I was born I have never witnessed a global crisis that did not have America as a response leader. This pandemic is the first global crisis where Captain America is missing. What makes it even more complicated is that the successor to Captain America has caused the crisis. Hence, you have the old power, which is absent and engrossed in its own domestic realities, and the new power that has been irresponsible and has put us in this position. Both the previous incumbent and the new contender don’t have the capacity to take action in this world by themselves. This tells us that building a coalition of middle powers is absolutely essential. It is not a luxury, it is not a choice. This is something concerning our own existential reasons that we must invest in.

EF: Do you see this coalition of middle powers as some sort of a ’league of democracies’? It is a concept that was previously advanced by John McCain and now Joe Biden is embracing as his overarching framework for foreign policy. Do you see the potential for creating this league of democracies as some sort of manager and defender of the liberal international order?

SS: I think it is inevitable. Technology is so intimate that we are not going to trust our data with folks we have a suspicion about. Thus, it is this reality that makes this coalition of democracies and like-minded countries inevitable. Even if we may never call it that, it is going to become that. We are going to notice countries engaging in these intimate industries with others who are similar, who are like-minded, who have similar worldviews. Still, this process may take longer than we have. We do not have the luxury of time, because we are going to be destroyed, divided, decimated and sliced in the meantime.

A few countries will have to take leadership – either the French, the UK, the EU itself, or India, or all of them. Until there is an agreement on a big vision for the new world order we must agree to an interim arrangement and have to create a bridging mechanism that takes us from the turmoil of the first two decades of this century to a more stable second half of the century. We don’t want to go through two world wars in order to achieve this unity, as we did in the past century. We need to have some other mechanisms that will prevent conflict, but preserve ethics.

In this context the EU-India and the CEE-India projects are essential. It is us who have the most at stake, because our future is on the line. The more the world is in turmoil, the less we will be able to grow sustainably. It is our interest to create and invest in institutions and informal institutions that could preserve a degree of values and allow for stability.

Such a coalition reuniting countries from Central Europe, Western Europe and from Asia (such as India, Australia, Japan) will normalise the behaviour of both America and China. I do not think that they behaved responsibly in the last few years – one because of its democratic insanity, and the second because of its absolutist medieval mindset. Along these lines, you have democratic failure at one end and a despotic emergence at the other end. We need to ensure that democracy will survive and that the middle powers will be able to normalise this moment.

EF: What is Russia’s role in all this? Is Russia going to be on our side? Or is it going to be on China’s – considering that sometimes they seem to, although their agendas perhaps align only when it is opportune for both of them?

SS: Russia has an odd reality. It is a country that has a very modest GDP (the second smallest within the BRICs) but it is also a country that is possibly the second most powerful military force in the world. A big military actor with a very small economic size. This is creates a policy asymmetry in Moscow. It has very little stakes in global economic stability or global economic progress, but it has huge clout in the political consequences of developments around the world. The Russians have somehow to be mainstreamed into our economic future. Unless Russia is going to have an active role in the Fourth Industrial Revolution or have real benefits, their economy will stay in the 20th century and therefore their politics is going to reflect a 20th century mindset. If they are included in the economic policies of the future, their politics will evolve too. It is not an easy transition. Nevertheless I would argue that the Russians have to be given more room in European thinking so that they don’t feel boxed into the Chinese corner. The last thing that we should be thinking of is giving Russia no option but to partner with the Chinese. Perhaps the immediate neighbours (the CEE) will not be open to a partnership, taking into account their political history. But countries like India would be able to offer space for manoeuvre. In that sense, India could be a market, a consumer, an investor in the Russian economic future and the CEE-India partnership could become important. Can we together play a role in normalising that relationship? Can we give the Russians an option other than China? If Russia’s economic future is linked to ours, it doesn’t have to be in the Chinese corner. The Russians are not the Chinese. The Chinese take hegemony to a whole new level; the Russians have this odd asymmetry that defines their place in the world. This asymmetry should be addressed with new economic possibilities and incentives.

The rise of the Middle Kingdom

EF: We’ve been discussing how to react to a world that is increasingly defined by China. But what are China’s plans? What does China want? 

SS: I do not know their plans, but I can tell you how I see China’s emergence, from New Delhi. I define it through what I call the 3M framework.

Firstly, I see them increasingly becoming the Middle Kingdom. Chinese exceptionalism is defined in those terms. They believe they have a special place in the world – between heaven and earth. They will continue to defy the global rules and they will not allow the global pressures to alter their national behaviour or domestic choices.  So we will see the first M, the Middle Kingdom, emerge more strongly in the years ahead.

Secondly, this Middle Kingdom will make use of modern tools. They see Modernity as a tool, not as an experience. In that sense they use it to strengthen the Middle Kingdom, not to reform and evolve. Such tools include digital platforms, the control of media and a modern army with modern weapons to control and dominate.

Thirdly, the final M deals with a Medieval mindset. They are a Middle Kingdom with Modern tools and a Medieval mindset that believes in a hierarchical world. We are a world which has moved away from the hierarchies of the past. The world is more flat, people have equal relationships. The Chinese don’t see it like that. They see a hierarchical world, where countries must pay tribute to them. They sometimes use the Belt and Road Initiative to create the tribute system or the debt trap diplomacy to buy sovereignty. Likewise, they use other tools to ensure the subordination of the countries they deal with.

These three Ms are defining the China of today.

Letters from Peking: What Galwan Valley taught us this summer

There are five major takeaways from the ongoing crisis in Ladakh that will inevitably shape India’s China policy significantly. The first is that Xi Jinping’s China is at a stage—and in a year—where it has simply ceased to care about global public opinion or parameters of reasonable conduct. It has little interest in healthy relations with India and considers the diminishing of India’s role, growth, weight and presence as a key foreign policy objective.

From its blatant support of terrorist infrastructure directed against India to its defence of terror states, the Chinese world view sees an India under siege as necessary and useful for its own strategic comfort. By seeking to grab territory by force, it has announced it considers India an adversary and will seek to harm it more directly. Some in India can continue to sink their heads deeper in the sand and avoid reading the letter from Beijing, but the message is clear—the “Hu & Wen” days of “partnership”, of an “Asian Century for all”, of “BRICS for a better world” are passé. This is Imperialism with Chinese Characteristics.

The second takeaway is that China is perfectly at ease with the coexistence of commerce and conflict, trade and war. It has perfected the ability of sleeping with its enemies and selling to them as well. Beijing has successfully done so with the Americans for decades. It has inveigled successive regimes in Washington to underwrite and create the biggest geopolitical risk to a world order crafted by the US and its allies. With this experience, China believes it can attack India, abuse Indians and support violence against Indian interests, all while conducting economic statecraft and everyday business. The Chinese are smug in their belief that actions in Ladakh will not hinder trade with India but may even win it negotiating space vis-à-vis a diminished India. It is for New Delhi to puncture this notion.

The third takeaway points to the Chinese strategic ability to manipulate and game democratic societies. China creates dissent and discord through misinformation and propaganda. This summer, it has weaponised the openness of the Indian public sphere. And it will continue to do so. Delegitimising the government and political system of the enemy is a central objective of long wars, and there should be no doubt that this is an epic struggle, which may have started in the Himalayas but will travel to maritime Asia and the Pacific. India cannot ignore the propensity of the Chinese to turn Indian democracy against India itself.

In the recent episode, if the Chinese attempt at information warfare was thwarted, it was only because of the inability of Chinese influence operations to overcome the domestic media/social media bulwark. This provided a teflon coating to the national leadership that the Chinese found hard to breach. But such dynamics cannot be taken for granted forever. They have to be future-proof and individual-agnostic.

The fourth takeaway is simply: “No way, Huawei”. India must attach costs to Chinese ambitions. Even though there is stark asymmetry between the economic and military capabilities of the two countries, the defender has the advantage of being able to deploy specific tools that even unequal realities. Banning Chinese apps and making this tendency viral globally must be an Indian priority.

We must also draw lessons from recent history. India was the lone significant absentee when the nations of the world presented themselves at the court of Emperor Xi in 2017, at the Belt and Road Forum. Today, India is no longer alone and there is a considerable coalition against BRI. Similarly, India’s app ban and digital wall against China must be evangelised and turned into a global endeavour, particularly in the developed world—the key geography that matters to Beijing.

The final takeway relates to the unpredictability of the actions of the 16 Bihar Regiment, their dogged resistance and their fierce aggression. Besides economic costs, battlefield costs must also be imposed. Towards this, 16 Bihar and its brave soldiers inflicted costs that the Chinese are still assimilating and factoring into their land grab programme. Causalities in the battle theatre were the ‘unknown unknown’ even for the Mandarins in Beijing. As the defender of sovereign territory, India will need to be ready to escalate costs for Chinese adventurism.

Battlefield grit and determination will be of utmost importance in the dark days that may define the Himalayan relationship. Similarly, interdiction and disruption capability in the oceans will be crucial. To count on others to intervene and assist in these objectives may be a bonus but must not be our core strategy. Atmanirbharta to handle China across terrains and domains is what India needs. To this end, it is time to shed inhibitions and build capacities and partnerships—where feasible—that will deny China space, literally and figuratively. Politics of presence is the essence of sovereignty. India must be present through roads, infrastructure and potent force in the mountains and in the seas, which may well be the next theatre of action.

The US approach to the Russian federation will not determine the interaction of New Delhi and Moscow

India has been one of just few countries that’s managed to buy Russian weapons and avoid US sanctions. Nevertheless, anti-Russian sanctions sometimes serve as discouraging factor in Russian economic ties with other countries including China. Will India succeed in balancing between US and Russia, or the threat of sanctions will leave its mark on Russia- India cooperation?

Samir Saran: The sanctions on Russia are unilateral sanctions outside the UN system. While I do not speak for the government, India is unlikely to allow such sanctions to hurt its core relationships and objectives. Russia is India’s most important partner and US approach to Russia will not determine India’s engagement with Moscow. Our defence partnership and business relationships are vital and India will strive hard to ensure that these grow and strengthen. The US understands India’s views and concerns. The past year has seen the defence partnership with Russia grow stronger and I am confident that this will be the case in the future as well.

IzvAbout two years ago India joined the Shanghai Cooperation Organisation. So far, has the country felt any bonuses from participating in this organisation? Did membership in this club change anything for India?

SS: In my view these are early days for India at this club. India is currently settling in and is still finding its way about. The SCO if reimagined and designed can potentially have an important role to play in the Asian Century. It can be a group with Russia – India – China (RIC) at its core, from which contours of a political union in Asia can emerge. This will require major efforts and India will need to partner with Russia to make this happen. While the current impact of this membership is minimal, the potential of SCO to contribute to the future growth and stability of the region and continent (if developed appropriately) is immense.

IzvIn one of the interviews you suggested that the two crucial powers defining the future Asian Order are China and India. Though, to be sustainable the Asian order would need more players, including Russia. What role can Russia play in the region and in Asia? And from an Indian perspective where does Russia belong, East to the West?

SS: India sees Russia as a Eurasian power that straddles Europe and Asia. India also appreciates Russia’s role in the Asian continent and its leadership of the Asian century. An Asian order will be incomplete and impossible without a central role of and for Russia. Without doubt Moscow understands geopolitics and strategy better than most in the world and it is the single most decisive actor in that sense. Russia has to reconcile with its Asian identity and embrace the continent more robustly. There are signs that this is happening.

IzvIndia, just like Russia has been a supporter of a multipolar world. In the this context, is the US push for the quadrilateral alliance comprising Australia, India, Japan and the US an attempt to disrupt this multipolar order? Beyond the general talk about the need for the largest democracies to unite, does the Quad have any substance?

SS: The Quad is an outcome of a multipolar world, where many countries are creating multiple coalitions that serve specific purpose and interests. The Quad is not incompatible with any other plurilateral or multilateral arrangement nor with the idea of dispersed power centres collaborating on specific issues. Quad is in its infancy and will require more political investments from the four capitals if it is to be a significant institution.

Izv: This week India will be preoccupied with the Parliamentary elections with outcome being far from predetermined. Can we say that Russia is an weather friend and partner for India regardless of which party will be in power? Or there are some nuances?

SS: Yes – A strong Russian relationship is a multi-party consensus. And irrespective of which party assumes power in India, the bilateral will continue to receive highest consideration.
